MDAC Malaysia Eligible Countries – Who Needs to Apply

MDAC Malaysia Eligible Countries – Who Needs to Apply

The Malaysia Digital Arrival Card (MDAC) is required for virtually all foreign nationals entering Malaysia. However, the interaction between MDAC, visa requirements, and the KLIA autogate system varies significantly by nationality. This guide covers MDAC eligibility by country and what each nationality needs to enter Malaysia in 2026.

Who Needs MDAC? The Short Answer

MDAC is required for all foreign nationals entering Malaysia EXCEPT:

  • Singapore citizens – the only nationality exempt by passport
  • Diplomatic passport holders (all nationalities)
  • Official/government passport holders on official duty
  • Malaysian Permanent Residents (MyPR card holders)
  • Active Employment Pass, Student Pass, MM2H holders on re-entry
  • Brunei GCI/BMFTP holders at designated crossings
  • Thailand/Indonesia border pass holders at designated land crossings

If your country is not Singapore, assume you need MDAC. The only nationality-based exemption is for Singapore passport holders.

KLIA Autogate Eligible Countries

The KLIA automated e-gate (autogate) allows passport holders from 10 nationalities to clear immigration automatically without manual counter processing. The eligible nationalities as of 2026 are:

  1. United States
  2. United Kingdom
  3. Australia
  4. New Zealand
  5. Germany
  6. Japan
  7. South Korea
  8. Saudi Arabia
  9. Brunei
  10. Singapore

To use the autogate, you must have a biometrically-chipped passport, be at least 120cm tall, and have a completed MDAC QR code ready to scan.

Countries Requiring Both MDAC and a Malaysian Visa

If your nationality is not on Malaysia’s visa-free list, you need both a valid Malaysian visa AND the MDAC. These are two separate requirements – completing MDAC does not replace the need for a visa. Countries in this category include:

  • India
  • Pakistan
  • Bangladesh
  • Nigeria
  • Ghana
  • Kenya
  • Sri Lanka
  • Nepal
  • Egypt
  • Most African nations (excluding South Africa)

For visa-required nationals: Apply for your Malaysian visa first, then complete MDAC within 3 days before departure. Both documents will be checked at immigration on arrival.

Which nationality is exempt from MDAC?

Only Singapore citizens are exempt from MDAC based on nationality. This exemption applies at all Malaysian entry points – air, land, and sea. All other nationalities must complete MDAC, with the exception of individuals holding specific travel documents (diplomatic passports, employment passes, etc.).

Does Malaysia offer visa-free entry to US citizens?

Yes. US citizens enjoy visa-free entry to Malaysia for up to 90 days. They must still complete the MDAC within 3 days before arrival. US passport holders are also eligible for the KLIA autogate system.

Do Indian citizens need MDAC?

Yes. Indian citizens must complete MDAC AND hold a valid Malaysian visa (eVisa or sticker visa from a Malaysian mission). MDAC does not replace the visa requirement. Both must be obtained before arrival in Malaysia.

Do Chinese citizens need MDAC?

Yes. Chinese citizens enjoy 30-day visa-free entry to Malaysia under a mutual visa exemption, but they must still complete MDAC. Chinese passport holders are not currently on the KLIA autogate eligible list and use standard immigration counters.
